Manmohan announces JPC on 2G scam

Prime Minister Manmohan Singh on Tuesday announced the government's decision to set up a Joint Parliamentary Committee (JPC) to look into the 2G spectrum allocation scam.
Making the announcement in both the Houses of Parliament, Dr. Singh said the country could “ill afford'' disruption of the crucial budget session.
The winter session was washed out with the Opposition demanding the setting up of a JPC to probe the spectrum allocation which, according to the Comptroller and Auditor General (CAG), had caused a “presumptive” loss of Rs.1.76-lakh crore to the exchequer.
Dr. Singh made a statement in the Lok Sabha as soon as it met for the first working day of the session. A formal motion for the constitution of a JPC would be moved soon, he said.
“We could not succeed in spite of our sincere efforts'' to persuade the Opposition not to insist on a JPC probe, Dr. Singh said, while adding that his government was committed to rooting out corruption. The Prime Minister said “all effective steps” were taken to convince the Opposition in this regard.
“We can ill afford a situation, where Parliament is not allowed to function during the crucial Budget session. It is in these special circumstances that our government agrees to the setting up of a JPC,'' he said.
Leader of the Opposition Sushma Swaraj thanked the Prime Minister for the decision. “We should not see this as a victory or defeat. This is a victory of democracy. We should all work together putting aside any talk of victory or defeat,” she said, appealing to the NDA MPs to let the House function in an orderly manner.

CAG Report on 2G Spectrum Scam

The Supreme Court of India has rapped the premier investigating agency,

Central Bureau of Investigation (CBI), for conducting a slipshod investigation into the 2G Spectrum Scam. The Apex court took the CBI to task by stating that the agency was dragging its feet in the investigation. The SC is hearing two petitions in the matter. The first was filed by an NGO, Centre for Public Interest Litigation (CPIL), and the second filed by Janata Party chief Subramanian Swamy. Swamy had challenged the Delhi High Court order that rejected his plea to direct the PM to grant sanction to prosecute Telecom Minister A Raja.

CPIL has placed before the Supreme Court two draft reports of the Comptroller and Auditor General (CAG),which pointed out that the 2G scam has caused a loss of over 1 lakh crore to the exchequer. Canary rap brings you some important extracts of the CAG draft reports, which directly points a finger of suspicion towards Raja for alleged irregularities and favoritism in the allotment of spectrum. Despite all agencies having full knowledge of scarcity and under pricing of spectrum, the entry fee for issue of licenses continued to be pegged at 2001 rates even in 2007 without delinking and independently pricing spectrum through a market mechanism, when the entire scenario in the telecom sector had transformed in the meanwhile.

Ignoring the advice of the Prime Minister, and the Law Ministry, Raja went ahead with arbitrarily deciding that the cut-off date for issue of LoI would be advanced to September 25, 2007 and the applications received would be decided on first-come-first-serve (FCFS) basis.

The CAG report states that “it was amply demonstrated between September 2007 and December 2008 that its (spectrum) demand in view of its scarcity was at its peak and thus would have fetched the market determined price at a much higher level than that of 2001 entry fee. If price is calculated at 3G rates, which also be taken as one of the indicators for assessing the value of 2G spectrum allocated to UAS licensees in 2008, the value works out to Rs 111,511 crore against Rs 9,012 crore realised by DoT. Similarly, for spectrum allocated under the dual technology as referred in earlier para the value would have been Rs 40,526 crore, as against Rs 3,372 crore collected. The total difference in value worked out to Rs 139,652 crore.”

It was evident that at the time of applying for UAS licence the substantial equity of M/s Reliance Telecom Ltd in M/s Swan was 10.7%. Since M/s Reliance Telecom Ltd. were operating in all the service area for which M/s. Swan Telecom Ltd. has applied for USAL, their application was not in conformity with clause 8 of UASL Guidelines, and hence was not eligible to be considered. DoT did not have any mechanism to verify the correctness of the shareholders pattern of the applicant and hence the matter should have been referred to the Department of Company Affairs as was advised by the Finance Wing of the Department. No Reference, however, was made to the Department of Company Affairs and instead M/s Swan Telecom was given an opportunity to resubmit a revised stake holding pattern in December 2007 i.e. 9 months from their date of application which declared that M/s Reliance Telecom had divested their entire stakes. This was accepted by DoT and M/s Swan Telecom was given the benefit of seniority form the date of their initial application i.e. March 2007. As M/s Swan did not meet the eligibility criteria on the date of application, its application, its application should have been rejected by the department and the company should have been asked to apply afresh. Even if it is was to be considered eligible on the basis of its old application, the date of priority based on FCFS basis should have been revised from March 2007 to December 2007 in order to ensure fairness. Had it been so, the company would have been out of the race as the department processed only those applications which were received up to 25.09.2007.

It was noted that the priority list was adjusted in Punjab and Maharasthra service areas to give under advantage to M/s Swan Telecom Pvt. Ltd. in allocation of spectrum. In Punjab service area, 15 MHz GSM spectrum was available in September 2008 which was sufficient to meet the demand of only first three applicants in the priority list i.e. M/s HFCL, Idea Cellular Ltd. and Unitech Wireless Pvt. Ltd. The request of M/s Idea Cellular Ltd. who was at the second place in the priority list was, however, not considered on the grounds of its merger with M/s Spice who were offering service in Punjab service area. By keeping out M/s Idea from the priority list, spectrum was allocated to M/s Swan Telecom who was at the 4th position on the priority list. In identical situation in Maharashtra service area, M/s Spice Communications was not allocated start-up spectrum citing its merger with M/s Idea Cellular Ltd. Here too, the resulting beneficiary was M/s Swan Telecom Pvt. Ltd.

Deviation from a Cabinet decision should normally be with the approval of Cabinet. However, in the present case, such a crucial decision to permit service providers to offer access services using combination of technologies (CDMA, GSM and/or any other) under the same license with the dual spectrum allocation was taken without the matter being referred to Cabinet.

DoT has given a list of operators who could attract foreign investments, consequent to the grant of UAS licenses in January 2008 as in the Table below (Table not included in the post). Out of the above six, three companies viz M/s Swan Telecom, M/s S Tel and M/s Unitech were new entrants in the telecom sector. The fact that these operators could draw huge foreign investment, even before establishing a foothold in the Indian Telecom market would suggest that acquiring UASL and with it, allotment of 4.4 of GSM spectrum for rollout, was the main factor which attracted the foreign investment.

The Unitech Wireless Services, claimed in their letter to DoT on November 4, 2008 that M/s Telenor was partnering with them at a stage when about 6 months of effort and Rs 2,100 crore expenses had already been put in and the entity’s value was not only that of spectrum. However, considering that Telenor is an established international provider of a high quality telecommunications, data and media communication services and one of the Norway’s largest companies owned 54% by the Norway Government what they would have required to run their business in this country was, primarily access to the spectrum. Considering its trained manpower strength in 12 countries, its long standing technical expertise and international experience of dealing in telecom business, it can be convincingly concluded that, the high value paid by them was primarily for the spectrum and not for other inputs claimed to have been infused by Unitech. Such huge equity infusion by the investor company was a price that they paid for 2G spectrum which was allocated to Unitech, a company with no experience in telecommunication sector, at a throw away price DoT. The value which should have accrued to the new licensees in the form of huge capital infusion for enriching their business.

The entire process of spectrum allocation was undertaken in an arbitrary manner. The Hon’ble prime Minister had stressed on the need for a fair and transparent allocation of spectrum, and the Ministry of Finance, and the Ministry of Law and Justice had sought for the decision regarding spectrum pricing to be considered by an EGoM. Brushing aside these concerns and advices, the Development of Telecommunications, in 2008, proceeded to issue 122 new licenses for 2G spectrum at 2001 prices, thus flouting all rules and procedures to be followed for spectrum allocation was also unfair, considering the fact that DoT introduced in artificial cap, arbitrarily changed the cut-off-date for receipt of applications post facto and altered the conditions of the FCFS procedure it had been following, thus creating an environment which cannot be perceived as transparent and fair.

Dual Technology was introduced by DoT in a manner, which was in contravention of the Cabinet decision of 2003, resulting in additional spectrum being allotted to certain operators at 2001 price. Also by introducing unfair adjustments in the priority list, DoT favoured certain operators. Given its scarcity value and increasing demand, a comprehensive evaluation of available spectrum was required which was not done. With the UAS policy and its subsequent amendments being implemented in a weak and indeterminate manner and with the reluctance on the part of DoT to address the issue of pricing of 2G spectrum, it was only natural that 2G spectrum was allocated at much below its value. The Hon’ble MoC&IT for no apparent logical or valid reasons ignored the advise of Ministry of Law, and Ministry of Finance, avoided the deliberations of the telecom Commission to allocate 2G spectrum, a scarce finite national asset at less than its true values on flexible criteria and procedures adopted to benefit a new operators. TRAI, the regulator also stood by as a helpless spectator when its recommendations were being either ignored or misused.

The CAG draft report also mentions a note (Dated: January 15, 2008) sent to the PM by the Finance Ministry,which says that the “previous issues of licences be treated as a closed chapter and henceforth price of spectrum be discovered through an auction process.” This reveals the casual approach within the UPA Government towards this mega-scam, which resulted in a loss of Rs 139,652 crore to the exchequer. Despite mounting evidence (from CVC, CAG, CBI) of blatant corruption A Raja still presides over the Telecom Ministry. While Prime Minister Manmohan Singh — heading one of the most corrupt governments in our country post-Independence — seem helpless in taking action against Raja because of the electoral considerations for the assembly polls in Tamil Nadu due to take place in 2011.

Myanmar democracy leader Aung San Suu Kyi released after 13 Yrs of house arrest

Pro-democracy hero Aung San Suu Kyi walked free Saturday after more than seven years under house arrest, welcomed by thousands of cheering supporters outside the decaying lakefront villa that has been her prison. Her guards effectively announced the end of her detention, pulling back the barbed-wire barriers that sealed off her potholed street and suddenly allowing thousands of expectant supporters to surge toward the house. Many chanted her name as they ran. Some wept.
A few minutes later, with the soldiers and police having evaporated into the Yangon twilight, she climbed atop a stepladder behind the gate as the crowd began singing the national anthem.
"I haven't seen you for a long time," the 65-year-old Nobel Peace Prize Laureate said to laughter, smiling deeply as she held the metal spikes that top the gate. When a supporter handed up a bouquet, she pulled out a flower and wove it into her hair.
Speaking briefly in Burmese, she told the crowd, which quickly swelled to as many as 5,000 people: "If we work in unity, we will achieve our goal."
"We have a lot of things to do," said Suu Kyi, the charismatic and relentlessly outspoken woman who has come to symbolize the struggle for democracy in the isolated and secretive nation once known as Burma. The country has been ruled by the military since 1962.
But while her release thrilled her supporters — and also clearly thrilled her — it came just days after an election that was swept by the ruling junta's proxy political party and decried by Western nations as a sham designed to perpetuate authoritarian control.
Many observers have questioned whether it was timed by the junta to distract the world's attention from the election. It is also unlikely the ruling generals will allow Suu Kyi, who drew huge crowds of supporters during her few periods of freedom, to actively and publicly pursue her goal of bringing democracy to Myanmar.
While welcoming the release, European Commissioner Jose Manuel Barroso urged that no restrictions be placed on her.
"It is now crucial that Aung San Suu Kyi has unrestricted freedom of movement and speech and can participate fully in her country's political process," he said.

Other international leaders also welcomed the end to her detention.
President Barack Obama called Suu Kyi "a hero of mine."
"Whether Aung San Suu Kyi is living in the prison of her house, or the prison of her country, does not change the fact that she, and the political opposition she represents, has been systematically silenced, incarcerated, and deprived of any opportunity to engage in political processes," he said in a statement.
Jared Genser, president of Freedom Now and Suu Kyi's international counsel, also sounded a note of caution.
"The good news is that she can now speak on her behalf," Genser, told The Associated Press in Washington D.C. "But I would caution people in the international community being overly optimistic about the future of the country just yet because we should recall that she's been released three times previously in prior years and nothing fundamentally changed."
While the government had not announced the date of the release, Suu Kyi's lawyer had said the detention would end Saturday. Her supporters began to gather near the house starting Friday.
Their reactions reflected Suu Kyi's widespread popularity.
"She's our country's hero," said Tin Tin Yu, a 20-year-old university student, standing near the house later Saturday night. "Our election was a sham. Everyone knows it, but they have guns so what can we do? She's the only one who can make our country a democracy. I strongly believe it."
Critics say the Nov. 7 elections were manipulated to give the pro-military party a sweeping victory. Results have been released piecemeal and already have given the junta-backed Union Solidarity and Development Party a majority in both houses of Parliament.
The new government is unlikely to win the international legitimacy that it craves simply by releasing Suu Kyi because the recent elections were so obviously skewed, according Trevor Wilson, former Australian ambassador to Myanmar.
What happens next will depend on what kind of restrictions the regime puts on Suu Kyi — and what she says if she is allowed to speak, said Wilson.
"We will have to wait and see. It could be a little bit of a cat-and-mouse game," Wilson said. "The regime may wait for her to make a tactical error and crack down on her again."
Suu Kyi — who was barred from running in the elections — has said she would help probe allegations of voting fraud, according to Nyan Win, who is a spokesman for her party, which was officially disbanded for refusing to register for the polls.
Such actions pose the sort of challenge the military has reacted to in the past by detaining Suu Kyi.
Myanmar's last elections in 1990 were won overwhelmingly by her National League for Democracy, but the military refused to hand over power and instead clamped down on opponents.
Suu Kyi's release gives the junta some ammunition against critics of the election and the government's human rights record, which includes the continued detention of some 2,200 political prisoners and brutal military campaigns against ethnic minorities.
Despite that, it was hard not to see some hope in her release.
"There is no formal opposition (in Myanmar) so her release is going to represent an opportunity to re-energize and reorganize this opposition," said Maung Zarni, an exiled dissident and Myanmar research fellow at the London School of Economics.
But he also said the release was "a tactical move by the regime. It is not out of compassion or as an act of adherence to any legal norms."
The Thailand-based Assistance Association for Political Prisoners, which tracks political detainees in Myanmar, drew attention to continuing abuses.
"In the absence of rule of law, with the lack of an impartial judiciary and with laws that criminalize basic civil and political rights, Daw Aung San Suu Kyi will continue to face the threat of re-arrest," said the group's Joint Secretary, Bo Kyi. "Daw" is a Burmese term of respect for an older woman.
Suu Kyi was convicted last year of violating the terms of her previous detention by briefly sheltering an American man who swam uninvited to her lakeside home, extending a period of continuous detention that began in 2003 after her motorcade was ambushed in northern Myanmar by a government-backed mob.
Suu Kyi, something of an accidental political leader, took up the democracy struggle in 1988.
Having spent much of her life abroad, she returned home to take care of her ailing mother just as mass demonstrations were breaking out against 25 years of military rule. She was quickly thrust into a leadership role, mainly because she was the daughter of Aung San, who led Myanmar to independence from Britain before his assassination by political rivals.
She rode out the military's bloody suppression of street demonstrations to help found the NLD. Her defiance gained her fame and honor, most notably the 1991 Nobel Peace Prize.
Her popularity threatened the country's new military rulers. In 1989, she was detained on trumped-up national security charges and put under house arrest. She was not released until 1995. Out of the last 21 years, she has been jailed or under house arrest for more than 15.
Suu Kyi's freedom had been a key demand of Western nations and groups critical of the military regime's poor human rights record. The military government, seeking to burnish its international image, had responded previously by offering to talk with her, only to later shy away from serious negotiations.
Awaiting her release in neighboring Thailand was the younger of her two sons, Kim Aris, who is seeking the chance to see his mother for the first time in 10 years. Aris lives in Britain and has been repeatedly denied visas.
Her late husband, the British scholar Michael Aris, raised their sons in England. Their eldest son, Alexander Aris, accepted the Nobel Peace Prize on his mother's behalf in 1991 and reportedly lives in the United States.
Michael Aris died of cancer in 1999 at age 53 after having been denied visas to see his wife for the three years before his death. Suu Kyi could have left Myanmar to see her family but decided not to, fearing the junta would not allow her to return.

The Large Hadron Collider has successfully created a "mini-Big Bang" by smashing together lead ions instead of protons.

The scientists working at the enormous machine achieved the unique conditions on 7 November.
The experiment created temperatures a million times hotter than at the centre of the Sun.
The LHC is housed in a 27km-long circular tunnel under the French-Swiss border near Geneva.
Up until now, the world's highest-energy particle accelerator - which is run by the European Organization for Nuclear Research (Cern) - has been colliding protons, in a bid to uncover mysteries of the Universe's formation.

Proton collisions could help spot the elusive Higgs boson particle and signs of new physical laws, such as a framework called supersymmetry.

But for the next four weeks, scientists at the LHC will concentrate on analysing the data obtained from the lead ion collisions.
This way, they hope to learn more about the plasma the Universe was made of a millionth of a second after the Big Bang, 13.7 billion years ago.
One of the accelerator's experiments, ALICE, has been specifically designed to study the smashing together of lead ions, but the ATLAS and Compact Muon Solenoid (CMS) experiments have also switched to the new mode.
'Strong force'
David Evans from the University of Birmingham, UK, is one of the researchers working at ALICE.
He said that the collisions obtained were able to generate the highest temperatures and densities ever produced in an experiment.
"We are thrilled with the achievement," said Dr Evans.

"This process took place in a safe, controlled environment, generating incredibly hot and dense sub-atomic fireballs with temperatures of over ten trillion degrees, a million times hotter than the centre of the Sun.
"At these temperatures even protons and neutrons, which make up the nuclei of atoms, melt resulting in a hot dense soup of quarks and gluons known as a quark-gluon plasma."
Quarks and gluons are sub-atomic particles - some of the building blocks of matter. In the state known as quark-gluon plasma, they are freed of their attraction to one another.
He explained that by studying the plasma, physicists hoped to learn more about the so-called strong force - the force that binds the nuclei of atoms together and that is responsible for 98% of their mass.
After the LHC finishes colliding lead ions, it will go back to smashing together protons once again.

Barack Obama: "The Taj is a symbol of strength and resilience of the Indian people"

US President Barack Obama has announced $10bn (£6.2bn) in new trade deals with India.

He was speaking in Mumbai at the start of a 10-day Asian tour designed to boost US exports and create jobs.
Obama also announced an easing of US export controls and rejected caricatures of India as a nation of "call centres."
Visiting the scene of the 2008 attacks in Mumbai, he said India and the US were united against terrorism.
"We will never forget," he said at a memorial to victims of the attack by Islamic militants.
The outdoor memorial is a fountain with floating flowers just off the lobby of the Taj Mahal Palace hotel, where he and his wife are staying as guests.
He described the hotel as a symbol of India's "strength and resilience". He also wrote in a memorial book: "The United States stands in solidarity with all of Mumbai and all of India in working to eradicate the scourge of terrorism."
More than 170 people died in a series of co-ordinated attacks across the city in November 2008.
Big contracts The White House said the deals for new export business with India would help to support around 54,000 jobs in the United States.

All roads leading to Mani Bhavan - the Mahatma Gandhi museum - were cordoned off several hours before President Obama and his wife arrived.
The president visited the room where Gandhi lived, and spoke with trustees.
While signing the visitors' book, Mr Obama also read a message from Martin Luther King signed in 1959.
There was heavy security near Mani Bhavan and the media were allowed to enter only after a thorough check.

Indian woman vows to continue decade hunger strike

An extremely frail 38-year-old woman dubbed "The Iron Lady" marked 10 years without voluntarily taking food or water Thursday — a hunger strike launched to protest an anti-terror law that grants Indian soldiers sweeping powers to crack down on rebels.
      Irom Sharmila had her last voluntary meal on Nov. 4, 2000, in Imphal, capital of Manipur, one of several northeastern states facing armed rebellions against Indian rule. She was arrested three days later and has been force-fed through her nose ever since.
     Sharmila has been refusing to eat to demand the repeal of the Armed Forces Special Powers Act, which gives the military powers such as the right to arrest suspected militants without a warrant and to shoot anyone suspected of being a rebel.
     The act became law across India in 1958 but was not specifically enforced in Manipur until the 1980s in order to quell a three-decade rebellion.
Bordering Myanmar, Manipur is one of northeastern India's hottest insurgency theaters, with some 17 active militant groups operating in the state of 2 million people. Some 10,000 people have been killed in insurgency-related violence in the past decade.
     Sharmila's hunger strike has attracted tens of thousands of supporters — who have dubbed her "The Iron Lady" — and triggered public protests that moved a government committee in 2006 to recommend repeal of the act.
     "Irom Sharmila has become a rallying point for Manipuris seeking the withdrawal of the draconian law that has failed to control the insurgency despite being in force for the past 25 years," said local activist Babloo Loitongbom, head of the Human Rights Alert group.
Sharmila, a locally published poet, began her hunger strike after paramilitary soldiers gunned down 10 civilians near a bus stop in Imphal, saying they suspected militants were in the area after separatist rebels had ambushed troops two days earlier.
     She had long been a sympathizer with human rights causes, attending activist rallies and meetings after high school, according to her brother, Irom Singhajit. Three volumes of Sharmila's poetry, which focus on peace and hopelessness, are being translated from her local Meitei language into English.
    Sharmila has vowed from her hospital bed in the state capital Imphal to carry on, her brother said. In September, she was awarded the Rabindranath Tagore Peace Prize by one of India's elite business schools.
    "She has been rightly named 'The Iron Lady' after completing a decade of a hunger strike," Singhajit said from Imphal. "She told us she would not give up until the government concedes her demand."

Top IT Certifications in Demand Today

            Cisco and Microsoft are perennial favorites of hiring managers. In particular, Microsoft's Microsoft Certified Systems Engineer (MCSE), Cisco's Cisco Certified Network Associate (CCNA), and Cisco Certified Internetwork Expert (CCIE) were cited by both Guetzo and Willmer as being most in demand. U.K. recruiters and IT pros in a recent survey by The IT Job Board, cited Microsoft certifications (MCSE, Microsoft Certified Systems Administrator and Microsoft Certified Trainer) as the most valued IT certifications, as mentioned by 43% of respondents, followed by Cisco CCNA and Cisco Certified Network Professional (29%).

Ray Kurzweil may be the closest thing we have to a crystal ball. And if anyone has the right to some credibility in the prognostication arena, this overachieving inventor can. With crackling speed, Kurzweil powerpoints through charts illustrating the growth of various technologies over the centuries. His main points: technology evolves exponentially; the rate of technical progress itself is accelerating, so expect to “see 20,000 years of progress in the 21st century, about 1000 times greater than the 20th century.” Before you can say, “Hold your horses,” Kurzweil is off and running.

Say goodbye to cancer and heart disease within 15 years, and hello to living way past 80. And try to survive until the year 2029, which according to Kurzweil’s mathematical models, represents “25 turns of the screw in terms of doubling the power of information technology in every aspect of our lives.” We’ll see reverse engineering of the human brain, and computers that “will combine the subtlety and pattern recognition of human intelligence with the speed, memory and knowledge sharing of machine intelligence.” The marriage of nanotechnology and AI will bring us “a killer app”-- nanobots that can keep us healthy from the inside. These will also enable “full immersion virtual reality from within nervous systems” and expand human intelligence, facilitating “brain to brain communication. As for human conflict, Kurzweil sees an end to starvation and energy concerns, but doesn’t quite complete his utopia. New technologies may be used in anti-social ways, say, by a bioterrorist. “I’m less optimistic we can avoid all painful issues; we certainly did not do that in the 20th century,” concludes Kurzweil.

Nuclear Technology in a Changing World: Have We Reached a Turning Point?

We stand at a crossroads, states Mohamed ElBaradei: We can either employ nuclear energy to achieve global security, or watch nuclear technology lead to a global cataclysm. This stark analysis emerges from ElBaradei’s broad vision of a world of haves and have-nots: 1.6 billion people lack access to modern energy services, and the “disparity in energy supply and corresponding standard of living creates a disparity of opportunity, and of hope.” Not surprisingly, some members of the developing world are enraged by this state of affairs. “When we want to understand the rise of terrorism and extremism, we need to go back to the root causes,” says ElBaradei. And while global tensions rise, the demand for energy in Western nations and in emerging Asian economic giants is escalating so fast that it’s unclear if fossil fuel supplies, subject to market turbulence, will suffice in the coming decades. Given this grim scenario, the case for constructing new nuclear energy plants is gaining ground, says ElBaradei. They emit little greenhouse gas and offer a relatively inexpensive route to energy independence. But “nuclear energy alone is not the panacea,” cautions ElBaradei. Innovation must tackle outstanding problems, such as waste generation, construction costs and safety. The larger issues involve political leadership, though. The technological obstacles to converting nuclear fuel to weapons have largely disappeared, so when a non-nuclear nation proposes building a new nuclear enrichment or reprocessing facility, it poses a regional or worldwide threat. This is “not the kind of security model we’d like to live under,” says ElBaradei. The original members of the nuclear club must get serious about disarmament, and subscribe to new, regional solutions that give all countries equitable and safe access to nuclear fuels.

Sustainable Accessibility: A Grand Challenge for the World

About the Lecture
Transportation systems, as we know them today, will simply not sustain the worlds’ growing population. Imagine a projected population of nine billion individuals. If this future population had mobility patterns like drivers in the United States, there would be a staggering 7.6 billion motor vehicles, using 440 million barrels of oil and producing 62 billion tons of CO2 per year.
John Sterman says it is self-evident that our current transportation model simply will not scale. But, since the gross world product (GWP) is growing at 3.2% annually, and doubles every twenty years, our current model of development is an overture for environmental disaster.

It is clear to Sterman that we need to think differently about the problem. People need access to goods, services, people, and opportunities. This access is what traditional forms of transportation provide. We also need to see transportation in its complexity, and expect that our planning efforts will have totally unintended, unexpected “rebound” effects. Sterman provides two examples of these rebound effects.

The first examines the relationship between reducing traffic congestion and mass transit. Traditionally, the solution to traffic congestion has been one of supply and demand, and new roads are built to accommodate the increase in vehicle traffic. But, notes Sterman, augmenting road capacity just does not work: When new capacity is added, new vehicle trips, or longer ones, are encouraged. These trips quickly fill up the new road capacity, which produces a spiral of more severe traffic congestion. Meanwhile, some portion of these new auto trips come at the expense of public transit, which, upon losing riders, then reacts by either cutting service, or increasing fares. This downward spiral of public transit has a feedback loop which increases the attractiveness of driving. Sterman observes that planning is chaotic if we don’t pay attention to these feedback loops and really think through what it is people want to achieve.

A different, but equally complex set of feedback loops, has been the undoing of the alternative fuels industry. Over a thirty-year horizon, three countries, namely Brazil, New Zealand, and Argentina each developed a national policy and provided incentives to reduce their dependence on foreign oil. Unfortunately, none of their fuel programs grew large enough to achieve sufficient scale economies. Sterman characterizes these new starts as “sizzle and fizzle”. He cautions us from repeating their mistakes as a current initiative gets underway to develop a hydrogen vehicle and fueling network in California.

Having volume and scale will help us go down the learning curve, and we also need to bring many groups into the problem solving- these include vehicle manufacturers, fuel retailers, suppliers, and consumers. But, technology alone will not solve the problem. Sterman says we should prepare for the counter-intuitive lessons of transportation, and recognize that we will achieve better results if we make driving less attractive.

Automotive lightweignting as strategic oppurtunity

Suppose you could leapfrog 100 years of experience in the automotive industry and begin a new manufacturing epoch. The strategic change you would make is to lightweight the vehicle, observes Charles Fine. Although steel has been the material of choice for many automotive components since the dawn of the automotive age, there is evidence that a change to lightweight intensive materials would bring significant environmental and economic benefits.

Fine and his colleagues studied nascent automotive markets and advised India’s auto industry on its strategic and niche advantages. India faces stiff competition from established automakers in Germany, the United States, Japan, and even China. These countries have mastered advanced aspects of vehicle technology, made improvements in the power train, and, in some cases, tackled low cost manufacturing. They do not leave India with many areas to carve out a niche. But, for vehicle lightweighting says Fine, “the field is still pretty wide open. You still cannot find a company that planted its stake in the ground and said we are going to be the ultra-lightweight company in the world. It is an open space. No one has nailed this down yet”. He adds, “ If this is such a great idea why aren’t American companies doing this? They lack vision and will.” In India, the automotive industry is just gearing up and there is a steep learning curve to produce lightweighting, but it is a long-lasting asset. India could also export vehicles to developed markets, since lightweighting will help meet fuel efficiency mandates (like CAFÉ standards) and reduce dependence on foreign petroleum. It is estimated that lightweight vehicles consume about 2/3 the fuel of conventional (steel) vehicles.

Fine recognizes that it will not easy to reinvent the automotive supply chain which has a sunk investment in steel. He says that individual firms do not have enough leverage and cannot road-map the necessary changes in the supply chain, so pre-production decisions must be advanced to the industry level. He finds a useful analogy from the semi-conductor industry in the United States. During the 1980s, twelve major semiconductor manufacturers formed the Sematech consortium. Their function was to coordinate the supply chain, and lay out the road- map for chip development. Before Sematech, each customer had a different technology. The consortium lowered the investment risk for process technology companies.

Rich Roth emphasizes that even with road- mapping there will be uncertainty and risk, as well as a lot of choices. “There are dozens and dozens of ways to lightweight,” he says. His laboratory at MIT has been analyzing various options for materials choice and technology, and studying how to scale up for mass production. He notes that there is currently no infrastructure robust enough to supply lightweight vehicles. There are two broad classes of materials that could potentially be used for parts, assembly and corrosion protection-- light metals and composites. Among metals, strengthened steel has the most use today- but it does not fully solve all problems and it is expensive. Aluminum and magnesium are alternative metals, but the capacity is not always there for meeting the quality needs for automotive manufacturing. Among the composite materials, some come with past failures- some are expensive to source- and others, like carbon fiber, come with the need for huge investment but an unrealized market development.

For those who have spent the last couple of weeks on a caving holiday or who have been on a visit to the glaciers of Svalbard, the news that Stephen Hawking has published a new book – his first in a decade – may come as a surprise. For the rest of humanity, however, the information will by now seem as stale as a day-old pizza. Certainly, the blizzard of front-page stories that has greeted publication of the first extracts from The Grand Design has been extraordinary and, over the past two weeks, has given the scientist the kind of coverage that modern authors would sell their souls for (though for Tony Blair, this may be too late).

"Hawking: God did not create universe", the Times announced on its front page, a splash story that was followed up for several days with as much furious religious reaction that the paper's writers could muster. Other media outlets followed suit – "Bang goes God, says Hawking", the Star announced – while rabbis, archbishops and religious historians filled letters pages and comment slots with waves of apoplectic outrage.

It has been a dispiriting experience. Setting religion against science, as the media has quite deliberately done in this case, achieves little for our attempts to understand the complexities of modern cosmology, the specific aim of Hawking and Mlodinow's book. Worse, the furore suggests that at the beginning of the 21st century, in our apparently rational, secular society, the declaration by a leading scientist that God was not involved in the universe's creation is deemed to be newsworthy and deserving of front-page headlines in national newspapers.

Nothing could be further from the truth, of course. Like most other physicists, Hawking has never expressed a need for God in his equations and has only made previous mentions to tease his readers. Fortunately, most of them have had the wit to appreciate this point. In fact, there is hardly a mention of a deity in The Grand Design. In the opening pages, there are a few mentions of clerical attempts in the middle ages to make philosophical sense of the heavens and that is about it – until we reach the last chapter.

"Spontaneous creation is the reason there is something rather than nothing, why the universe exists, why we exist," Hawking and Mlodinow announce at this point. "It is not necessary to invoke God to light the blue touch paper and set the universe going."

And that is just about it. The rest of the book is an attempt to account for the strange nature of reality as revealed by astronomers and physicists; to reconcile the apparent absurdities of quantum mechanics with the mind-stretching features of special and general relativity; and to explain why the forces of nature are apparently fine-tuned to allow the evolution of complex creatures such as ourselves. As Hawking and Mlodinow note, only the tiniest altering of the constants that control nuclear synthesis in stars would produce a universe with no carbon and no oxygen and therefore no humans.

"Our universe and its laws appear to have a design that both is tailor-made to support us and, if we are to exist, leaves little room for alternation," they state. "That is not easily explained, and raises the natural question of why it is that way." The answer, the authors say, lies with M-theory. (The M apparently stands for "master, miracle, or mystery". The authors are unsure which.) The vital point is that M-theory allows for the existence of 11 dimensions of spacetime that contains not just vibrating strings of matter but also "point particles, two-dimensional membranes, three-dimensional blobs and other objects that are more difficult to picture." Simple, really.

Crucially the laws of M-theory allow for an unimaginably large number of different universes. Thus we exist because the laws of our particular universe just happen to be tuned to the exact parameters that permit the existence of hydrogen, oxygen, carbon and other key atoms and which also generate laws that allow these entities to interact in ways that build up complex chemical combinations. Other universes are not so lucky.

M-theory is the unified theory of physics that Einstein was hoping to find, state the authors, and if it is confirmed by observation, it will be the successful conclusion to a search that was begun by the ancient Greeks when they started to puzzle about the nature of reality. "We will have found the grand design," Hawking and Mlodinow conclude.

It is all entertaining stuff, skilfully assembled and described in a fairly droll manner. The wave-particle duality of particles is described as being as foreign as drinking a chunk of sandstone, for example. The book is also commendably brief and by and large illuminating about the complexities of modern cosmology.

So read it to understand the universe. But if it is God you are after, my advice is to steer clear.

My journey was a fearful one; I did not reach here until 4 o'clock yesterday morning. Lacking horses the post-coach chose another route, but what an awful one; at the stage before the last I was warned not to travel at night; I was made fearful of a forest, but that only made me the more eager - and I was wrong.

Without such postilions as I had with me I should have remained stuck in the road.
